2 RANDALL JAIL DEATHS AWAIT FINAL MEDICAL ANSWERS

Reports on 2 Randall County Jail deaths describe emergency responses but leave medical questions unresolved.

William Joe Ocanas, 59, was taken to Northwest Texas Hospital September 10 after staff noted sores on his feet, chronic pain and low blood pressure. Records described diabetes and other health conditions.

He became unresponsive that evening and was pronounced dead at 10:51 p.m. after attempted CPR. Texas Rangers were notified.

His report lists the manner of death as natural, but the medical cause remained pending an autopsy. The manner and medical cause are separate findings.

Shaylee Rene Rachels, 28, was found unresponsive in her cell August 7. Staff attempted lifesaving measures before she was taken to a hospital and pronounced dead.

Her report lists both the manner and medical cause as pending autopsy results. It did not determine whether an existing medical condition contributed.

Both autopsies were conducted in Lubbock. Final medical findings were not included in both reports.
