Analysis: What the power emergency means here
Written by KAYLA WILLIAMS · Filed October 16, 2026

A federal emergency order is now giving an eastern power grid more tools to prevent blackouts this week. For Lubbock readers, the first detail to check is which electricity system the announcement covers.
The October 12 order applies to PJM, which coordinates electricity across parts of 13 states and Washington, D.C. It is effective October 13 through October 16.
The order allows specified power plants to operate as needed and permits backup generation as a last resort before or during the highest energy emergency level.
Federal officials cited elevated demand, planned power plant maintenance and transmission outages. Those conditions explain why autumn can require extra generation even outside the usual summer demand season.
Lubbock Power and Light’s service area is connected to ERCOT, a separate electricity system. The PJM order itself does not establish an ERCOT emergency or a Lubbock outage.
The local takeaway is to read the location and effective dates attached to power alerts.
