Lubbock Will Weigh Alley Paving Plan That Puts the Cost on Property Owners
Written by THE806ER STAFF-KW · Filed October 25, 2026

Lubbock property owners could get a formal way to ask the city to pave an unimproved alley, with the cost assigned to the owners whose properties border it.
The proposal appears on the City Council’s October 27 agenda as a first reading. It would add a section called “Paving Alleys by Petition” to Chapter 36 of the city code.
The agenda describes a procedure for property owners to petition the city to pave and improve an unimproved alley at the expense of the adjoining owners. It does not describe a citywide paving program funded for every neighborhood.
The item is a proposal scheduled for consideration. Its appearance on the agenda does not mean council members have approved it or that residents can already apply under the proposed procedure.
Council members are scheduled to reconvene at 5:30 p.m. Tuesday in the chambers at Citizens Tower, 1314 Avenue K. The agenda lists an 8:30 a.m. opening followed by a recess until the evening session.
Residents wishing to speak on posted agenda items must complete the meeting’s signup form by 5:30 p.m. October 27.
