A SENATE VOTE COULD CHANGE HOW TEXAS TECH ATHLETES ARE PAID AND HOW OFTEN THEY TRANSFER
Written by KAYLA WILLIAMS · Filed September 29, 2026

The United States Senate approved the Protect College Sports Act 77 to 22, sending a major federal athletics proposal to the House. The bipartisan bill from Texas Senator Ted Cruz and Washington Senator Maria Cantwell would set national rules for name, image and likeness compensation, revenue sharing, transfers and eligibility. It would cap agent fees at 5 percent, protect scholarships after injury or poor performance, provide five years of medical coverage after eligibility and allow one transfer with immediate eligibility. Supporters say a national standard would replace conflicting state rules and protect smaller sports. Labor and civil rights groups argue that limited antitrust protection for the NCAA could restrict athlete rights. The measure is not law and faces an uncertain House vote after the election.
